An unopened package of navy blue skirt trim braid. This Victorian or Edwardian trim would have been used on the hem of a skirt, but would be suitable for many other sewing crafts or costuming.
It is called Silkee, a flat woven braid, guaranteed to be color fast and will not rub off on to shoes. An interesting fact. Evidently lesser quality braids, not color fast, did indeed deface shoes.
The fiber of the braid feels to be a wool or cotton. Possibly even a blend of silk and wool.
